After intervening in the Concordat, he was appointed archbishop of Lyon in 1802, cardinal in 1803 and ambassador to Rome. In this capacity, he took part in negotiations to bring Pope Pius VII to Paris for the coronation. Appointed the Emperor's Grand Chaplain in 1805, he remained loyal to the prelate in his battle with Napoleon I, refusing the archbishopric of Paris.
