71. NAPOLEON I. Letter signed "Np", addressed to Michel-Loui - Lot 71
71. NAPOLEON I. Letter signed "Np", addressed to Michel-Louis-Étienne Regnaud de Saint-Jean d'Angély, then president of the section of the interior at the Council of State. Paris, 3 January 1810.1 p. 1/2 in-4, ink stain of the time in the lower margin of the verso. "I HAVE READ WITH INTEREST THE TABLE THAT YOU HAVE SENT ME ON THE SITUATION OF THE BUDGET OF THE CITIES IN 1808. This leads me to extend the measure and to submit to the Council of State the budgets of the cities whose income does not amount to more than 5,000 francs. I see that the cities have 14 million in assets and 85 million in liabilities, which makes about 100 million, and that they have eight million in cash for 1809, four million in the Caisse d'amortissement to extinguish the debt, and 1,100,000 francs entered in the column "in acquits of debts. I WISH YOU WOULD REPORT TO ME ON THESE DEBTS, ON THE MECHANISM ADOPTED AT THE AMORTIZATION FUND TO EXTINGUISH THEM, and on what should be done to do so and to bring them up to date. I see that the municipal expenses amount to 8 million, which seems to me a very large sum. THROUGH THE EYES ON THE TABLE, I FALL ON THE CITY OF NIORT, which is carried for 216 thousand francs in annuities, and whose grant is 140 thousand francs. THERE MUST BE SOMETHING CONTRARY TO THE LAWS ABOUT THIS OCTROI, for the octroi of Niort cannot return 140 thousand francs..." Napoleon I, Correspondance générale, Paris, Fayard, t. IX, 2013, n° 22794.
