FRENCH SCHOOL OF THE SECOND PART OF THE 19TH CENTURY. Eugène ROUHER, Minister of Justice. Bust in patinated terracotta on a pedestal. Height : 22 cm. A.B.E. (Small chips). Biography : Eugène Rouher (1814-1884) Lawyer (1838), republican deputy (1848 and 1849), he served the cause of Louis Napoleon. Twice Minister of Justice from 1849 to 1852, he defended the electoral law of 31 May 1850 and had legal aid instituted. Minister of Agriculture, Commerce and Public Works (1855-1863), senator (1856), Rouher prepared the law on the development of the Landes (1857), the agreement with the railway companies (1859) and the trade treaty with England (1860). President of the Conseil d'État (June 1863), Minister of State (October 1863), he represented the government before the Assemblies, and was, in fact, Prime Minister (1867), which earned him the nickname of "vice-emperor without responsibilities".
