CAYENNE. - COINTET (François-Maurice de) and Claude ROUGER DE LA GOTELLERIE. Jointly signed, the first in his capacity as President of the Society of Friends of Liberty and Equality in Cayenne, the second as Secretary. Cayenne, 1794. MINUTES OF THE MEETING HELD BY THIS CLUB JACOBIN GUYANAIS on 29 prairial year II (17 June 1794). Cointet was then governor of Cayenne and Rouger de La Gotellerie, receiver of the estate in Cayenne. After having sung the first stanza of the Marseillaise, several decisions were taken: a former slave, Hector, was renamed Menenius in memory of the consul Agrippa Menenius Lanatus who reconciled the Senate and the Roman plebeians, several commissioners, including Hector/Menenenius, were chosen as commissioners with the mission of giving themselves colleagues among the whites provided they were not former owners of slave farms, a gratuity was granted to a young black man of ten years old who had declared to his mistress "that he was free, he no longer owed her anything, but that he would continue to pay her those ten sols [which he used to pay her regularly as a slave] to provide the cassava [manioc wafer] for his little sisters, and that if he stayed with any money, she would buy him a national cockade and a hat, and if he stayed with her she would provide him with a pair of panties", etc., etc. The meeting was adjourned on the last stanza of the Marseillaise.
