Jean Baptiste CHALONNAX (1819-1898) Eugène Rouher Large plaster bust in Hermes, signed and dated 1857 Ht : 65 cm. Ht: 65 cm. 37 x 28 cm. A.B.E. Small restorations, chips, small shocks, wear of use. Provenance : by succession of Alexandre Chassaigne-Goyon (1814-1903) Deputy, General Councillor of the Puy-de-Dôme, State Councillor, Prefect of the Marne, Mayor of Thiers. Eugène Rouher was his friend and protector. He was head of the Puy-de-Dôme Imperialist Party when Rouher died. Biography: Jean-Baptiste Chalonnax (1819-1898) Clermont sculptor Eugène Rouher (1814-1884) Lawyer (1838), republican deputy (1848 and 1849), he served the cause of Louis Napoleon. Twice Minister of Justice from 1849 to 1852, he defended the electoral law of 31 May 1850 and had legal aid instituted. Minister of Agriculture, Trade and Public Works (1855-1863), Senator (1856), Rouher prepared the law on the development of the Landes (1857), the agreement with the railway companies (1859) and the trade treaty with England (1860). President of the Conseil d'État (June 1863), Minister of State (October 1863), he represented the government before the Assemblies. He was, in fact, Prime Minister (1867), which earned him the nickname "Vice-Emperor without responsibilities".
