HISTOIRE POSTALE. – HILL (Rowland). Lettre signée, en qualité de secrétaire du General Post Offi ce de Londres, adressée au directeur général des Postes français, Auguste STOURM. Londres, 6 juin 1855. 1 p. in-folio en anglais , estampilles « Correspondances étrangères » et « Postes. Cabinet particulier » datées du 7 juin 1855. INTÉRESSANTE LETTRE SUR UNE QUESTION POSTALE. « In reply to your letter of the 29th ultimo, I have the honor to inform you, that the letter... appears to have exceeded a quarter of an ounce in weight, and was, therefore, properly forwarded to France with the unpaid correspondence. I request that you will have the goodness to return to madame Ironside the sum of 4 d., beeing the value of the postage stamps affi xed to the letter , and the amount will be credited to your offi ce in the usual way... » – Traduction : « En réponse à votre lettre du 29 dernier, j'ai l'honneur de vous informer qu'il semble que la lettre... ait dépassé un quart d'once en poids [environ 7 grammes], et ait donc, comme de juste, été expédiée en France avec la correspondance non payée. Je vous demande d'avoir la bonté de retourner à madame Ironside la somme de 4 pence, étant la valeur des timbres d'aff ranchissement apposés sur la lettre , et le montant sera crédité à votre bureau de la manière habituelle... » Le britannique Rowland Hill, qui mit en place en 1839 un système proportionnant les frais de poste non plus à la distance mais au poids de l'envoi, créa le timbre-poste prépayé en 1840.
