MONTANDRE (Alexandre de) and Jacques de ROUSSEL. État militaire de France, pour l'année 1768. In Paris, by Guillyn, 1771. In-12, (12)-392-(4 of which the last 2 are blank) pp. in garnet morocco, smooth spine cloisonné and fleuronné, triple gilt fillet framing the boards with gilt corner fleurons and gilt coat of arms in the center, filleted edges, gilt inner scroll, gilt starred paper linings and endpapers; binding a little rubbed with worn corners (period binding). EXEMPLAIRE WITH THE ARMS OF THE DUKE OF LA VRILLIÈRE (iron missing from OHR). ONE OF THE GREAT MINISTERS OF LOUIS XV, Louis Phélypeaux (1705-1777) was titled count of Saint-Florentin then duke of La Vrillière (1770). Secretary of State since 1723, in survival of his father, he inspired to Louis XV a confidence which never failed: he was in charge of the Secretary of State of the King's Household, from 1725 to 1775, at first in sharing with his cousin Maurepas, then in totality after the disgrace of the latter (1749). He sat on the King's Council as Minister of State from 1751, and recovered the position after the disgrace of d'Argenson (1757) the administration of the city of Paris which had been temporarily detached from the Secretary of State of the King's Household. He was thus in charge of the letters of seal and relations with the Protestants, acting against clandestine meetings but refusing to undertake the radical actions advocated by some bishops. Above all, he pursued an active urban planning policy in Reims, Bordeaux, and Paris, where he was responsible for the development of the Place Louis XV, now the Place de la Concorde.
